Public Notice: Town Hill Culvert

Pursuant to Executive Order 11988 (Floodplain Management), Executive Order 11990 (Wetlands), and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Public Assistance Program funding for an action located in a floodplain and wetland.

Funding would be provided through Vermont Emergency Management to the Town of Wolcott to reconstruct Town Hill Culvert.

The action is located on Town Hill Road in Wolcott, VT at (44.59613, -72.44099). The project would remove the current culvert and replace it with a 20 ft wide x 10 ft high concrete box culvert that meets Vermont’s Stream Alteration Rule requirements. The new culvert will be a substantial hydraulic improvement from the previous structure, with an increased capacity for carrying floodwater.
The project is within a mapped special flood hazard area (1% annual chance floodplain) and is immediately downstream of a large wetland complex. A map of the area of available upon request.

The project must in be in a floodplain and wetland because the culvert is functionally dependent upon its location and assists in providing safe passage over Tamarack Brook. There are no practicable alternatives to this action because the culvert is part of an existing roadway system. The current culvert has failed, and the new design of concrete box culvert will protect the roadway in future events. Grant conditions will require compliance with all federal, state and local laws, including coordination with the local floodplain administrator.
